What do the red 'thumbs down' and green 'thumbs up' symbols mean? Another question: I've also noticed some sites have nothing to do with the particular webring. How do they get accepted?

mouse over the thumbs, or read the help page for the hub - it explains the meaning.

How do off-topic sites get approved? Stupid and/or lazy managers.

Also the system approves applications in rings which are adoptable based on the code checker result, which is also stupid and/or lazy.

But I think :they: have a :real: person checking on :certain: ring managers activities. The :special: ones.

WebRing says: the system no longer automagically approves any site in adoptable Rings. It is now done by a human only. Hopefully one who is neither lazy nor stupid.

This may be a problem. If someone drops in and is willing to adopt the ring, (s)he must first be able to join. And the ringmaster of an adoptable ring is probably not very responsive any more...
